Cyrus E. Phillips, IV — Chairman

Cy Phillips, a former government contracts law judge, is a leading attorney.  As a judge for the General Services Administration Board of Contract Appeals for seven years, Mr. Phillips took a leadership role, rising to Vice Chairman.  He has prior experience working as an attorney with the Defense Logistics Agency and with a national law firm.

Mr. Phillips is licensed to practice in Virginia and the District of Columbia, and handles cases in federal courts nationwide.
